AC-4 isn't supposed to be released until ATSC 3.0 is released (which it is heavily integrated with). That hasn't come out yet.
When it comes out, very likely at first it will only be available via hardware.
Even if and when it does come out as software, it will be licensed software managed by Dolby (and they are very protective of their IP).
Don't hold your breath.
ATSC and their love of making the American public pay Dolby royalties knows no bounds. It's funny how they come out with AC-4, right after the patent for AC-3 (from 1992) expired around 2017 causing that money well to dry out. But looks like they found a new well.
Agreed. But as ubiquitous & versatile as AC-3 was, it was old tech, possibly pre-dating MP2, so their algorithms were due for an upgrade. I don't mind too much if the quality and featureset of the result is great, the licensing is overall fairly cheap and fair to the consumer. Too bad the ATSC isn't open to many alternate, opensource codecs, though.
