    Is there any way to convert a Pal VCD cue/bin file to a Ntsc cue/bin file.

    The only way that I have been able to convert PAL VCD to NTSC VCD was to extract the MPEG from the bin with VCDGear. Then run the MPEG through TMPGEnc to convert to 29.97 fps. That took about 1 1/2 hours on my dual 733Mhz PIII box, per 400(ish)MB title. The results were much better than watching the PAL version in my Apex 500WM player. This will become my standard procedure for dealing with PAL VCD's. Hope this helps.
