I have been using SVCD2DVD for many years. The last time I used it was January 09/2019. Since then I have installed the Windows 10 major upgrade version 1809. Not sure that's the cause but the problem is when I now attempt to start SVCD2DVD it pops up the regular opening logo and then that closes but the program doesn't start. It does not produce a log file. Anyone have a clue what I should try or do?

Right click the program.
Try running with 'Administrative' mode
Also try 'Troubleshoot compatibility'
Look at 'Properties>Advanced>Compatibility' for other options -
Thanks for replying, redwudz. Unfortunately I had already tried ALL of those steps. I even tried putting mscoree.dll in the SVCD2DVD folder, which I saw was described as a fix for VOB2MPG not working. I may try to 'back off' the Windows 10 1809 upgrade if I haven't deleted some of the files required (I'm sometimes to quick at cleaning up stuff.)
