The user says in the video description he used Virtual Dub with two nice filters to upscale the video. I really would like to know what plugin(s) he used. Maybe someone here knows? If you know, please let me know.

If you don't know exactly what the user used, it's okay. Does anyone know of any filter(s) that I could use in Virtual Dub that could upscale video to achieve the same results as the video I noted above?

You lucky may vary with super resolution plugin, we had a recent discussion about SD to HD conversion and from my tests with SR looks like garbage and if you try to use some other filters to smooth it out the noise SR add to the video you'll loose details even if you try to sharpen the result latter.
For sharpening looks like he used some kind of Unsharpen Mask tool, avisynth has WarpSharp/UnsharpMask and UnsharpHQ, unsharpen tools give a better end result than a simple sharpen tool.
