Do you have a link to the website from where you downloaded the video?
VLC has no problem playing MPEG2 video an AC3 audio. So you probably didn't download it correctly.Last edited by jagabo; 27th Dec 2018 at 19:04.

^^ Not exactly the answer that jagabo is requiring. Better re-read the question.
But I have read on here before that Makemkv is known to do some screwy things to frame-rate. And the mediainfo report, if it is to be believed, stated that the original 29.97 fps has now changed to a variable 23.976 one. I know that Hogan's Heroes is quite old but would that have been shot on film ?
I would suggest using a different ripper. One that retains all the original features e.g frame-rate. If you still want a mkv container then mux it after the rip and not as part of it. -
Most likely.

One odd thing I noticed about the video though:
Code:Time code of first frame : 00:59:59;00
Some things to try:
Remux the video with MKVToolnix. Does the new file play properly in VLC?
Demux the audio and video into elementary streams. Do the elementary streams play properly in VLC? Mux the elementary into an MKV. Does that new MKV file play properly?
