How to make a .mp4 file into DVD Playable Format?
Please suggest which tool can do that faster?

I'm not creating a DVD I'm asking for convert mp4 into vob or mpg or another format that is Playable for DVD player.

I'm certain AVStoDVD can convert from H.264 mp4 to mpg. The mpg file will contain DVD-compatible video and audio, but most DVD players can only play authored DVD (IFO, BUP, and VOB files). A smaller percentage of DVD players also play xvid or divx files. Some Blu-ray players can play mpg files. I haven't seem a DVD player that plays mpg files.

And one more thing my mp4 video is 679 MB
There's video bitrate is 68 kbps
Audio bitrate 126 kbps
Resolution 320x240
Duration 7:17:35 Something
So how to make DVD Playable Format in same size like 679 MB to maximum 690 or 700 MB

You should probably make it 352x240 and you should probably fill the whole DVD-5 disk. It looks like crap already. By limiting the size it will look much worse.

Nothing I'm serious maybe not any software available that can encode 68 kbps video bitrate so now ignore this i want to stop this topic I'm very tired with finding solution about this.
I'm thinking to directly burn my video into DVD disc because it's very though to make in DVD Format faster for play via pendrive.

Assuming for the moment that you are serious, then your expectations are unrealistic. MPEG-1 and MPEG-2 video are the only types allowed for authored DVD video. Both MPEG-1 compression and MPEG-2 compression are much less efficient than H.264 or H.265.
Even at 352 x 240 (the smallest resolution allowed for DVD), 7+ hours of MPEG-2 video would require much more than 690 or 700 MB to be watchable, assuming it contains a moving picture with some amount of detail. Also, DVD video is interlaced. As manono said, even if you fill the entire DVD to capacity (4.37 GiB), a 7+ hour video is going to be ugly to watch.Ignore list: hello_hello, tried, TechLord, Snoopy329 -
At 68kbps it probably already IS ugly to watch, unless it's still pictures/slideshow.

If you want a better, more accurate, opinion of the quality and what might be possible,
post some of the original file. Youtube has re-encoded your file upload, it's useless
as a sample -
If your mp4 is a download from that exact Youtube video, then it is poor quality for 2018. It reminds me of a VHS tape recorded in SLP or EP mode. A DVD video version won't be as "good".
The only digital video that I have watched which was comparable was my nephew's college commencement ceremony, streamed by the university in low resolution, low bitrate, compression artifact-riddled wmv.
