Well, those are severe horizontal time base errors. Do all tapes do that? Or just this one?

Assuming you know your capture device is ok (it captures other source properly), I'd say the deck is probably bad. There appears to be some sawtooth noise in the horizontal sync function.
Have you tried connecting the deck to a TV? Do you see the same problem there? -
All tapes have timing issues, hence the need for a quality VCR.
Either the deck has issues -- Where did you get it?

I got the VCR off eBay, but the seller did give me a yearlong warranty for a bit extra
I've attached a recording of the tape with my older player -
Is there a way to correct the deck, or should I return it and try to find a new one?
