    I'm a newbie to this, but what are some good filters for Avisynth or VirtualDub? Some de-nosing or de-graining would be good, but any color corrections especially that could get the job done?

    Who told you mpg was lossless? Whoever it was, they lied.
    This lossy encode doesn't even have enough bitrate to meet low-quality VCD MPEG1 spec. There was no line-level tbc. There are irreparable false copy-protection errors, high-compression artifacts, clipped blacks and brights, severe data loss, and really bad mistracking. That's just for starters.
