Background 'pulse' or 'flicker' on VCD

Maybe this is just a typical situation with VCD, but I notice a subtle 'flicker' or 'pulsing' in the background particularly if the background is dark.

Is this something that others have noticed, or is there something in the conversion process that can eliminate this?

I convert using TMPGEnc. Other than that everything else is great.

I know exactly what you're talking about, happens to me also when background is stationary with compliant VCD.

If your DVD player can handle XVCD, increase your bit rate to 2000 to 2300 kbps and that will eliminate the slight pulsating.
