If I want to take VHS tapes and put them on DVD-R with the most compatibility, can I just capture the videos at DVD standard resolutions (even though it seems like a waste to capture VHS quality video at these resolutions) and burn it? I want a DVD-R that will work on all standalone DVD players that support DVDR media even if they don't support SVCD\VCD. Will this work?

If your standalone player can handle DVD-R media, you should not have any problem, regardless of the bitrate you are using.
