How to program Sony SR210P using control Model#RMT-D197A for all regions

Have some British BBC dvds, here in the US,,,player Sony SR210P will not play 2and 4 regions...am trying to hack to play all regions using Sony hand controler # RMT-D197A

The probability of being able to region hack a U.S. Sony DVD player has always been virtually zero. A quick check for your player on the DVD hacks section of this site: https://www.videohelp.com/dvdhacks/sony-dvp-sr210p/11847 shows no hacks, which means it's likely no one on this site has been able to hack it. Wherever you got your information from is is either completely wrong (possibly to sell their remotes) or is for a player from another county.

Your options are to get a region free player, most recently discussed here: https://forum.videohelp.com/threads/390885-Question-About-Buying-A-Region-Free-DVD-Player or rip the discs with MakeMKV or DVDFab (both free) which will remove the region lock.
