VLC has a record button that allows you record a portion of the video currently playing.
I have an older laptop (Intel Pentium N3530, 8GB RAM, Windows 8.1) and this latest release of VLC seems to really weigh my system down. Significantly more than previous.
I record small segments of videos frequently so I am looking for another player that has a Record function that's lighter on system resources.
Any help is appreciated!
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

If nobody comes up with a better idea, the VideoHelp Software section's VLC page contains a link under "Download old versions" that will take you to another page where old Windows versions of VLC are available, going back to some time earlier than 2011.
