I am used to take the easy route - download the h.265 graphical user interface:

So then what is the difference between it and this:

I do not understand what is this ''vs 2015 vs 2017 stuff'' - let's start with that. This stuff contains dll and exe files - let's say i want to use that in handbrake or vdub - where do i put these dll and exe files?
Why the latest version of GUI is 2.8.1 and not 2.9.1 - does the GUI version contain all the latest stuff that 2.9.1 dll files have?

vs = compiled with Microsoft Visual Studio, and version number (year)
gcc = compiled with gnu compiler
10bit, 12bit = deeper bit depth support
