Need help as I can't seem to open an ISO file with DVD Decrypter. The disc does not have any DRM on it

An iso is not a disk but is an image of the contents of a disk. By it's nature the contents of an iso will already be decrypted so there is no point in a decryption program needing to access an iso.
DvdDecrypter works by directly accessing the original disk to copy the decrypted files to your HDD.
