Is my 350 Pentium II hurting my encoding of MPEG2.
Because it sure seems MPEG2 is worse than MPEG1

No, it's not the computer, it's the setting of your SVCD making. A slow computer just take forever to encode AVI to VCD (and twice longer for SVCD), but it does not affect quality.
Please give more details.
