I've been capturing video (mainly animation) from VHS and making VCDs. My son is complaining that I have not made chapters, but with Nero or Easy CD Creator the only way I see to do that is to split the MPEG up into multiple files, and with TMPGEnc that could take a really long time.
Do any of the available authoring or burning tools have a way to just scan through and mark where you want chapters to start? Something simple that won't take all day?
Thanks for any advice!

unfortunatly, VCD has it's limitations.
I would just encode each episode of the animation as a sperate track.
That's what I do -
with VCDimager u can add entry points into the XML description to be able to advance to a particle time in the same mpg. Read the manual for details on it otherwise u might make a mpg the plays from the first entry point but later on in the movie say at the end u wanna skip the credits and press next, it will take u back to the 2nd entry point...I dont remember how to do it right now so just check the manual
