I have a few hundred of these lying around:

Would they be OK to store BD-R data disks?

Those aren't good for any discs.
About as rough as using them as cheap toilet paper to wipe your ass.
BD-R doesn't scratch as easily, but it was a terrible storage method, scraping a disc against rough "cloth" (usually actually paper products, not cloth). Wallets were worse, both scratch AND putting pressure on the disc.
Paper sleeves, spindles, or jewel cases are best.
Covered this topic long ago at www.nomorecoasters.com, those guides still exist (though in need of mild updates).Last edited by lordsmurf; 15th Aug 2018 at 19:09.

Sleeves are known to scratch discs. Also, the discs may be difficult to remove without getting fingerprints on the surface.
Jewel or Amaray cases stored in a dark cool location are best for disc storage.
EDIT: lordsmurf beat me to the answer by a minute. -
I honestly just store BD-Rs in the spindle they come in. It's clunky if I want access to any of the discs but I don't access them enough to warrant individual covers. I have yet to scratch a BD-R disc, while with DVDs and CDs I simply risk scratches by cleaning them.
