BeHappy help error dll

Hi, using Behappy to convert ac3 @ 25 fps (extract from DVD audio) to 29.970.

Download last version "BeHappy-0.3.0.19814" run apps load ac3 files but receive error:

Starting job MYAC3_448_25.ac3 -> MYAC3_448_29700.ac3
Error: BeHappy.AviSynthException: LoadPlugin: unable to load "D:\BeHappy-0.3.0.19814\BeHappy\plugins32\TimeStretch.dll", error=0x7e
   in BeHappy.AviSynthClip..ctor(String func, String arg, AviSynthColorspace forceColorspace, AviSynthScriptEnvironment env)
   in BeHappy.Encoder.encode()

"TimeStretch.dll" is present on "plugins32" but how to register it ??? My Os is Windows 10 X64

Other solutions to convert ac3 25.000 to 29.970 ???

I couldn't figure out how to run Behappy as well, so I use BeLight

i tried my copy of behappy and it works ok.

readme.txt says;
TimeStretch.dll 2.5.8 16/05/2015 Support for multichannel audio. Need Visual C++ 2010 runtimes. http://forum.doom9.org/showthread.php?p=1722472
