I made sure it's broken and has nothing to do with regional restrictions. Is it possible to examine the code and find the link to the highest quality 720P mp4 (1280x720)?

The video is not broken. It is simply not on the server "Video Not Available"
As far as I can tell, the other link - the 110 minute version - shows the complete game. So what is missing ? Talk before the game. Half time talk. The presentation. Talk after ?

That is fine but not what the OP is after. And that video downloads without the need of a VPN. (Ok did not try but the download option was available and I could play the vid as well)
