  1. What software would be best create the way he is sharp but there is a circle of blur around him

    In an NLE, create an effect track/layer, then on that new layer, draw a circle around the face, then invert the selection, then apply the blur.
    If your nle doesn’t support that kind of track, duplicate your existing video layer, apply the blur on the topmost layer, then draw the selection and delete the face oval.

    Lots of variations on these.

  3. As Cornucopia said there is many ways to do such thing - you can apply (overlay) blurred video with added alpha (transparency) channel to base video replacing selected (trough alpha mask) areas...

  4. The sample video didn't use any tracking, just a fixed mask where the center of the frame was sharp and the left and right edges blurred. To duplicate that all you have to do is take your original video an overlay a blurred copy using an alpha mask. At the top left is the original image, the top right a blurred version, bottom left is the alpha mask, and the bottom right the final output.

    ok thanks. That will allow the person to move and still be be sharp? You have to keep the person in the centre?

    Nope and yes, if mask will be corresponding to person move then person will be unfiltered but you need to create motion mask and this is usually very advanced thing - only few NLE support tracking. For simple application you need to first pre-calculate motion mask (usually manually - sorry - it may be partially made easier if you accept for example regular e.g. rectangle mask that only use predefined trajectory).

  8. Since you have vegas, you can animate the blur using a mask (animate the mask to follow the target/person)

    For the other transparency issue, it might be that your MOV does not have a proper alpha channel, or might be a codec issue. You would need to provide more info

    Thanks.how would i know if the mov has a proper alpha channel or not. It was shot with a nikon D3200. Is it the 8 bits under bit depth? If so how can i produce a.mov with an alpha channel

  10. Cameras don't shoot with an alpha channel. How would the camera know you want an alpha channel that follows a person walking through the frame? You have to create an alpha channel. What you want to do is something like this but where the circle marks the clear portion of the picture:
