I have a video file that will not play on my settop Blu-ray player.
The error it gives says that it is not H.264

How to I get it to play???
What software can I use to convert it???

1080p at 60 fps is not supported by by the Blu-ray spec. Some players can play it, apparently not yours. You might try changing the Profile@Level flag to 4.1 to see if you can trick your player into playing it.

First, make a backup copy of your file then try h.264 Level Editor: https://coolsoft.altervista.org/en/h264leveleditor

Keep in mind that all h.264 Level Editor does is change the Profile@Level flag. It doesn't change the properties of the encoded video or audio. So the Blu-ray player still may not play the file. Or it may play the file but give jerky playback, stuttering audio, etc.
If the Blu-ray player can play mp4 videos (not all Blu-ray players can do so) it can probably handle the aac audio. That's the most common audio codec used in mp4.
