What movie are you trying to downscale?I think, therefore i am a hamster.
It doesn't matter. I have different movies. I want to know how this guy make release. How convert 4K to Blu-ray better that license disk.
A couple of quotes - google search
"Better compression" means better quality at the same size as those other codecs, smaller size with the same quality, or something in between. x264 is an open source h.264 encoder. h.264 was worked on jointly by ITU & MPEG (so aka MPEG 4-part10 as well as AVC and also JVT "joint video team").
x264 is a free software library developed by VideoLAN for encoding video streams into the H.264/MPEG-4 AVC format. It is released under the terms of the GNU General Public License.

Ok. Why this rip is not present information like a Writing library and Encoding settings x264?
Such metadata is optional. Many files simply don't have them.
Not every encoder puts that information in the video stream. It can also be removed if you don't want it.
x264 is generally considered one of the best h.264 encoders in terms of visual quality per bitrate.
