Suppose I have a one hour long MP4 file that I need to split into multiple files at specific points in time. Is there a free tool that will allow me to input all the points, and have it save all those as individual video files, without re-encoding them? I tried one called MP4 tools, and noticed that some of the files were out of sync (video and audio) Thank you.

  2. without reencoding you can only cut on i-frames, if you also can live with mkv instead of mp4, use mkvtoolnix

Just came across this guide, seems pretty straightforward if it works.

    https://forum.videohelp.com/threads/375401-How-to-cut-any-video-with-Xmedia-Recode

It mentions that it can only cut on key frames. Is there one that lets you cut anywhere, and only re-encodes a few frames where the cuts are?

The software that I know of isn't free but has a free trial. (TMPGEnc MPEG Smart Renderer 5, VideoReDo TV Suite V5, SolveigMM Video Splitter)

Avidemux works for me. Easy to use, free of charge, and it flags up keyframes, too. . .

Avidemux can do it where you load the source mp4 once, mark one segment, output "save" the trimmed segment, mark another segment, save. It's free. It's fast and if you pick Copy, it won't re-process the video.
