Unable to get more than 162ko

I tried dozens of solutions formely working on this site but the download is always blocked in a way:

Я пытался скормить эту ссылку IDM. Сервер возвращает Error 403. Можно было через proxy попробовать, но не стал возиться. IDM -это основной инструмент. Все остальные - вспомогательные. Но IDM иногда, как в данном случае, ведёт себя непонятно.

PS.
Немного разобрался с IDM. Когда добавляешь закачку с этим адресом вручную, тогда файл не находится. А если в настройках активен перехват закачек с браузера, то при нажатии на ссылку IDM файл находит и скачивает. Дело в том, что у меня перехват в IDM обычно отключён.Теперь буду принимать во внимание это обстоятельство.
Более того. Этот адрес через адресную строку браузеры тоже не открывают: 403. Открывают только через ссылку. Интересно, почему?

I did not know yet youtube-dl. It seems to work better than the others!

In Firefox I right clicked on the link and selected Save Link As. It's downloading the video slowly. So far 250 MB of the 3.8GB 1280x720 video has downloaded and is playable.

The complete video was eventually downloaded. Internet Explorer worked too. So no special software is required.
