I live in UK and was wondering if a video card bought in US will work with my PC.

I'm sure it will work with your PC. The question really is, will it work with your TV/Video format.
Most cards can capture both PAL and NTSC (but you would want to check that), but it is quite possibly that any TV out function could be limited to only NTSC if bought in the US. You would need to be very sure of these things first (and if you're ordering over the internet or something, you want to check out the tax/duty issues as well)
