Does it play at all? Assuming it's from a phone, have you tried reading it directly from the phone card?

If it plays, how is it 'corrupted'? We would need more information, or post the file here.

I tried to open or view it with several different players and video editors with no luck.
    MediaInfo says its:

    Format : MPEG-4
    Format profile : 3GPP Media Release 4
    Codec ID : 3gp4 (isom/3gp4)
    File size : 2.15 MiB
    IsTruncated : Yes

No audio shown. I played it with Audacity,
an audio editor and it just comes out as static noise. So likely it's not an audio file.

Dropping it into Virtual Dubs HEX editor tells me it not blank and seems to contain data. But I don't understand much of the info.

I'll post this with your thread and someone else may be able to give better info.

The moov atom atom is missing, this contains important info about where everything is.
Perhaps the OP should try https://www.videohelp.com/software/Video-Repair-Tool but it needs
a good video from the same device

Take a look at this file, I think at least some of the audio is there. It was produced by the "untrunc" program in Linux,
which was an interesting exercise to install when you don't really know what you're doing!
