    When I reboot my PC ( always ) or when I execute a program ( sometimes ), it appears the message

    The program can't start because MSVCP120.dll is missing from your computer ...

    But I go at C:\Windows\System32

    ... and that file is there! Why this?

    Are you using 32bit or 64bit windows?

    The file should be in this location:
    x86 operating system: %WinDir%\System32
    x64 operating system: %WinDir%\SysWow64

    Otherwise try to re-install vcc2013 from this link:
