trying to encode this video. using the same method I have used before. I frameserver from virtual dub to CCE and get video file. then I direct stream copy the audio from virtual dub and save as wav. then I use besweet+azid+toolame to change the wave to mp2. then I use pulldown.exe to make it 29.97fps. I then use bbmpeg to bring it all together. with no sound and video delays it is out of sync. so I try again and adjust the delays in bbmpeg and try and delay the video. the result is the exact same and does not change the sync of the audio with the video. I have tried setting the delay to 100 ms different, 5000ms different and it gives me the exact same thing. what am I missing or is there another way to sync a file better????

Having similar problem i think... I have a 23fps AVI file that i converted to MPG2 with 23fps... No problem there. My problem occurs when I try and convert the MPG2 file or ".mpg" to DVD files such as VOB. I get an out of sync result. I believe that the conversion taking place from ".mpg" to ".vob" is speeding up my fps (frames per second) to around 29fps and leaving the audio far behind. Yes the picture and audio start off the same, but after a minute the audio is behind by 360frames, and increases 360 frames behind each minute...2nd minute 720frames...3rd minute 1080...etc. The solution I am currently attempting is converting from AVI to MPG with 3:2 pulldown feature checked in "other settings" on the TMPGEnc program. Hopefully it works otherwise I'm in the same boat as you. I've gotten other suggestions such as cutting the film up into alot of parts and sync the audio the best i could. (thats LAME) Some where there is someone who knows exactly whats up. Stay the Course. Your cause is just.

Is your audio at 48kHz or 44.1kHz? If your DVD player is seeing 44.1kHz audio and playing it as 48kHz that would desync the video pretty quickly.
That's the only idea I have on it.
