  1. Can I force ffmpeg to transcode 59.94 frames to display at 25 frames per second by telecine or some other technique? Without dropping frames?

    Your request is confusing at best. Do you want to interlace or telecine or both?

    telecine is usually used to produce extra frames, while interlace halves framerate.

    So if you want to move from 50 FPS progressive to 25 FPS interlaced, use interlace or tinterlace filter.

  5. You can use frame rate converter - not so long ago (AFAIR less than 1 year) motion interpolation filter was added - https://ffmpeg.org/ffmpeg-filters.html#minterpolate . You can convert framerate up and after this decimate with constant factor.
