I'm trying to take an MKV file and convert it to MP4, but I get this odd video output instead where there's a color washout.

This doesn't happen that often, so I know it's not my system.
I'm using Handbrake and trying to use H.264 (not QSV). I've turned off decomb, gone to 2-pass, tried various presets.... all to no avail. I also tried using MakeMKV to re-encode the MKV file and that didn't help.
Any thoughts would be greatly appreciated.
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays!

So the link you provided without any info did do the trick of converting from MKV to MP4.... but when I went to re-encode in Handbrake to make the file smaller, I still got the odd color shifting.
Do you think you could expand a little on the post... like why it happened? What to do to make it smaller as well as convert the file type?
I mean, I'm grateful for an alternative program but it's like handing someone the keys to a pickup truck when they say they can't drive their SUV through town. It works, but why is the pickup truck a better vehicle? -

Rule out a playback issue first, try some other players like VLC, MPCHC, potplayer, mpv etc...
If that's not it, use mediainfo (view=>text ) and check the parameters of the input file, copy & paste back the text view.
You can also try other handbrake versions, such as nightly builds, or older builds if a bug was introduced recently -

Did you try a different media player ? Did you verify the issue wasn't there to begin with in the mkv? (does it play without the problem near the same time frame)
Nothing seems abnormal with mediainfo report
Otherwise try different handbrake build, or something else like megui, staxrip, hybrid, etc...
Or because it doesn't happen often, it might be your system . It could be a problem with memory corruption, overheating, bad PSU . They don't always occur, sometimes the pattern is occasional to begin with -
