When i start encode the FPS its higher but after little time get lower and then need more time to encode! I use all the CPU when encode! What can i do for better encode times ?

What is the resolution of your source and what is the running time?
Assume 170,000 frames for close to two hour move
35 minutes = 2100 seconds
170,000/2100 = approx 80 frames per second - seems quite good for 1080p
Perhaps you can get a graphics card that can provide some HW acceleration
Additional Hardware like a Good Discrete GPU can help.. Since you are maxed out on what the CPU can do
I was going to suggest trying Intel Quick Sync -- but that CPU doesn't support it.
