Does anyone know: is DVD Shrink compatible with Windows 7?

If not, is there something that does what DVD Shrink does and works with Windows 7?

Yes, works OK. But you may need a separate decryption program for newer DVDs.

If you need a separate decryption program for decryption of newer DVDs prior to processing with DVD Shrink, try DVDSmith.

Worked on every version of windows since XP. Ironically newer DVDs are less trouble now in dvd shrink as protection efforts have been focused on bluray.
if all else fails read the manual

    I'm still using on Win10

Edit: I've used it on Win7, Win8 and now Win10, no issues.

You can use also DVD Decrypter to copy disk to hard drive, then DVD shrink.
