Is there an easy way to add GPS data to videos so google photos can read them?
I've tried numerous tools from EXIF tool to Lightroom etc and can't get google photos to read the GPS data.
I understand this maybe an issue with google photos but thought others may have had some luck doing this.

The only tools I know of are those provided with the camera. I have a couple of cameras that can include GPS coordinates and the only way I've been able to use them is via the software provided by Sony and Panasonic.
Having said that, I don't know if either of those programs can add or alter the coordinates.
ffmpeg seems to be able to do just about anything, so perhaps you should look there. Also, I just did a little Googling (I assume you have done this also) and it looks like Garmin may have something for their dash cams that might work. -
