    hi, how can i use hardsub timing to creat new SRT subtitle?
    i want Timing, only.

    Open the video in Subtitle Edit. Double click on it to start/stop playing. Use F9 to insert a new subtitle at video pos. F12 to set end time.

    Of course you could try your luck with AVISubDetector (or suprip) to get the time codes "automatically" but I wouldn't get my hopes up.
