    Is it possible to remove noise from video dvd completely, without loss of quality?

    No. Details that are in the same frequency domain as the noise will be lost.

    "Without loss of quality" is a phrase that makes it tough to recommend something. However, it all depends on the nature of the noise. Programs like iZotope RX can perform absolutely miraculous noise reduction on certain types of noise, and I would recommend that you download their demo and try it out on your sample.
