  1. I want to remove two sections of https://www.rte.ie/player/ie/show/prime-time-30003251/10827949/ without reencode. It is flv container. I understand Avidemux will but if where i want to cut is not a key frame will i be left with a messy edit, a part of something i don't want?

    Avidemux gives only FLV1 and VP6 supported for video. If saved as avi or mkv is that reencode?

    I will be doing this regularly as the programs often have twor or more issues and I will only want one What would be the best program?

    Is Main@L3.1 the codec? i though AVC was h264

    Yes.
    You can set video to "copy" and choose e.g. mkv container and it will not re-encode but it will only cut on I-Frames then.

    If you want to be able to cut arbitrarily but without re-encoding the whole file you can try other softwares like e.g. SolveigMM Video Splitter. This topic comes up quite often so you should be able to find more recommendations via a forum search.

    In avidemux i do not see mkv container only video output audio output and output format. Do you mean mkv muxer undr output format?
    Does SolveigMM Video Splitter re encode some of the file, you say " without re-encoding the whole file "

    It will only re-encode a few frames on the split points (unless split points are suited for lossless splitting). 99% of the file will be copied 1:1.
