  1. I am trying to find a way to patch a MPEG2 video file to run at 25 fps instead of 30 fps without re-encoding the file. Is that possible?

    Yes, it is possible. Try ReStream to patch the sequence header. As usual you have to edit the audio seperately. Note that a header patching is no replacement for NTSC to PAL conversion. You can not resize that way. But if you selected just the wrong framerate accidentally and you want to correct it, this is the way to go.
