  2. Easies/fastest would be to use a plugin. Commonly used plugins for premiere or after effects are bad tv, digieffects damage
    https://aescripts.com/bad-tv/
    https://www.digieffects.com/products/damage

There are internal methods in AE, tutorials how to emulate what those plugins do , but they take longer

There should be some avisynth scripts that emulate some things, and ffdshow had some effects you can apply, or aviutl I think has some "bad tv" effects as welll

    hi
i guess bat tv could be perfect , it's not cheap , hope it works with premiere cc , because i don't pay anymore for after effect so i can't use it
    thanks

Nope - some effects are available directly, some need to be simulated (overlay some masks or clip + some avs script) - if you searching for something working directly then i'm afraid that you must buy software...

  7. A cool "bad tv" shader for html three.js . It's as good as some paid plugins

Check out the example (click on it for randomize) , and click on the open controls box in the top right corner. Some nice controls .
    http://felixturner.github.io/bad-tv-shader/example/

You can download the project, replace the video with your source video or modify the html file (the "video.src" line in the html file), and run it in your browser, screencap the effect
    https://github.com/felixturner/bad-tv-shader

For the TV on/off effect, aviutl has a preset , but it's only mediocre IMO . Worth having a look at since its free too
