My brother-in-law converted a bunch of the families old home movies to dvd, but I want to use some parts for a new setup, but he did not use chapter breaks anywhere, what program can I use to select a start, and end time to rip from a dvd, and encode to say x264, or would I need to use more than one program?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

The old DVDShrink can let you select parts(Stop - Start). Not THE most accurate in the world but it's quick and does not re-encode. Do not go to x264 until you reach the final step of the project......and if the final project is a DVD.....don't go to x264 at all.

You can use one program. Xmedia Recode is one.
