Maybe if you load the file into MKVToolNix and untick the video and audio, then mux and you should get a MKS file to work with... You may need DSRT Editor that you can get here http://dsrt.dyndns.org/down-eng.htm

Then it's not one of those formats, probably an image based sub. Conversion of DVB subtitles to text format is hard to do because DVB subtitles are not text but bitmaps. So any conversion would require OCR to convert the bitmaps back to text. It's possible VideoReDo can handle S_DVBSUB. However you need an OCR subtitle program to convert it to text base like srt or ssa etc.
If it was the original TS format transmitted then TSDoctor could extract all the tracks but you would still need to do an OCR on it to convert to text.

    Hi,
do you know you can open Mkv file in Subtitle edit, OCR it and get srt or whatever txt format you want? Than you can remux them as ordinary subtitles. DVBSUB are picture based, and it is difficult to handle them. Maybe you can save them also in proper format opening MKV file in Subtitle edit. If you wish to keep them untouched.
