Ok, fresh install AviSynth and QTGMC and now behaving as expected with the QTGMC result being best.

Below first pic is source (frame 10 from 25fps), others are frame 20 from processed output (50fps), last one is from fresh install "as expected" result from QTGMC

One last question if I could get some guidance, what is a good lossless or almost lossless compression to apply to the files once deinterlaced, that is usable by the majority of consumer level editing packages like Premier Elements?

near lossless - cineform (comes with go pro cineform studio)
lossless - ut video codec, huffyuv, lagarith
Or, another workflow is to edit it first . It partially depends on the project and how much is being "cut" . If you're cutting lots out, it usually doesn't make sense to use QTGMC first - it's a waste of processing time if it's going to be cut out anyways
Also, any reason for selecteven() ? you're throwing away 1/2 the motion samples -
I realised that so later I removed it from script and have 50 fps derived from original PAL DV.
I tried the Huffy and Lag lossless files with Premier Elements 12 but vid doesn't come through, it works on uncompressed file but I was trying make things a little more manageable if possible. I would say +80% of my footage will be kept, just broken up in discrete clips with a text tile at front describing date, event, where, who in shot and who was behind camera, then outputted in h264 at high bitrate.
I plan on archiving the original DV as is and the deinterlaced file in some compressed form. The deinterlaced file will be source for production of h264 clips distributed to relevant people.
I'll see if I can find the ut video codec to plug in to VDub and trial that. -

Not sure about Elements, but in Premiere Pro it's right click the clip in the project bin => modify => interpret footage => pixel aspect ratio
If you're adding titling , graphics, overlays etc... you're going to want proper AR, or they will be distorted
Another way to do it is use square pixel equivalents for everything e.g. resize in the script after QTGMC before importing and set your sequence settings accordingly
