I've just been trying the same, with the same results, even with a Sony Digital8 camcorder which will also playback analogue tapes.

NTSC camcorders don't playback analog PAL tapes, Some PAL camcorders playback NTSC tapes in NTSC 4.43 not the native NTSC 3.58.
Digital tapes playback format compatibility is tricky, it depends on the camcorder model, Operating system. Some had success tricking the operating system to change its video format system by rebooting the system while the camcorder playing the opposite format tape via firewire this triggers the system into changing the video/TV color format and accepts the firewire stream.

its true, there is a NTSC PB function in PAL machine's manual. that is used to playback NTSC tape in PAL machine.
