I am getting this weird set of lines over the video. They look like pretty bad artifacts to me but I could be wrong. Any ideas on ways to reduce or remove these? They are very visible on peoples faces and very annoying.

I'm not getting any great result that I can see, from anything I have tried so far.
I'm stumped! -
Still cant seem to get rid of it. I can reduce the appearance of it a bit but I have to destroy a lot of other things to do so. Whats up with this?
