Smart TV's and PC's? If so, are there special media players on PC's that player MKV surround?

I think, that it depends on your soundcard capabilities and your audio speekers system.

Here is from Potplayer speeker system possibilities. but I suppose that all major video players supported it. Potplayer, MPC-BE, VLC and much more.

All my MKV conversions from DVDs and BDs that have surround sound play perfectly on my BD player and PC software players in surround sound, usually Dolby 5.1.
