When I import a video file with a 5.1 audio it ends up having lower volume in Premiere Pro. Apparently Premiere pro lowers the volume for some reason. It doesn't happen to stereo audio. How can I fix that?

I only can tell you that most 5.1 tracks have a high dynamic range instead of top 40 populair music.

What?! You're throwing a temper tantrum now?!. A mp4 files with 5.1 get its volume lowered when imported. That's the issue. What are you talking about?!
