Is it possible to create a VCD with subtitles you can turn on/off (like a dvd)? What about in an Svcd?

Yes/No. I have some original VCD's (And i mean really original) that have the ability to turn on/off subs. Problem being.... this only works on CD-I players. So the subs are probably a piece of software that run on CD-I compatible machines only.
It doesn't work on my NAPA VCD player, nor my Amaisonic DVD player. Even my PC is unable to view these subs.
So, if you could ever get your hands on a piece of software that is capable of burning such subs, you probably won't be able to view then on anything else than an old CD-I player

You can do this with svcds and play it on a dvd player but not all dvd players support it. According to the svcd standard you can have up to 4 separate sub streams.
