  2. What do you mean by "h264leveleditor not worked for me"? The program didn't run? It ran but the file wasn't modified? The file was modified but the TV still wouldn't play it properly?

Re-encode your video with the right profile@level. Handbrake, VidCoder, xMediaRecode, etc.

  4. ReFrames limit is implied by level. Just set profile to High and level to 4.0 (or 4.1).

If it's too slow you can frag the preset slider more to the left. If you tell us your exact hardware (CPU and GPU model) and OS maybe someone can give you a hint about HW encoding. (or you do a forum search about it)

Anywhere from minutes to days, depending on the settings you choose. Handbrake's Normal preset with x264 set at Veryfast will give you fair quality at a pretty fast speed (maybe an hour on your i3). If your laptop support QuickSync the Intel QSV encoder should be significantly faster with about the same quality as x264 veryfast.

If it really uses 8 reference frames and your TV can't handle it -- you must reencode.

  9. You don't want 8 reference frames. Your TV probably only supports High@L4.1 with Blu-ray limitations. At 1080p that's 4 reference frames.
