i basically just need to change the frame rate of the subtitles,how can i do that?

 brilliant! just one more question,is it possible to make vobsubs larger or smaller in size (dimensions) using MKVToolNix?
 
 currently they cover half of the screen,and i understand that text wraping wont change.i just want to make them smaller so it easier to tell what going on in the video.
