I am new to this forum and have been sent here from Reddit as my issue could not be solved there.
I have a simple task really and for some reason VLC Media player is giving me crap with one of the latest sections I need to do.
You see - VLC worked perfectly fine for me so far. I would record some video with OBS, open it with VLC and then use the "Record" option to cut several seconds from it and luckily for me there was the "Frame by frame" progression in VLC as well which makes my job a hell lot easier.
I usually need about 9-13 seconds off of a 30 second video or so.
With the latest one however, VLC keeps outputting only 3-6 seconds of the video I am trying to "Record" and I can't figure out why (Especially that it did work for the last 4 or so videos i've made.... And I've been redoing them a lot too)
I have been suggested to take debug logs and dump them in this forum in hopes that you fine folk would be able to assist me.

Alternatively - I would not even mind if any of you have any suggestions for video editing software I can use alternatively to VLC media which will allow me to cut a video on a frame by frame level without any logos and without limitations of export time (Some of the free software i've tried always cut it to 5 seconds)

Thanks for the response, but I am afraid I do not know what that means. Do you suggest to not use VLC? But in that case, which other editor can I use? Or is it perhaps a settings change? And if so - Then where can I find the correct settings?
I am a complete noob in this entire question and this is the first time i've posted in a forum like this as well -
My guess is you were previously using an intra-frame codec in OBS and you've recently switched to h.264 -- a inter-frame codec. Inter-frame codecs are much harder to edit if you want frame accurate cuts. Go back to using the intra-frame codec you were using before. Or, if you were using h.264 set the keyframe interval back to 1 (limiting it to intra-frame encoding).
With intra-frame codecs every frame is encoded separately, like a jpeg image. Intra-frame codecs only encode a few frames that way (key frames), the rest of the frames only include the differences between frames. The key frames are often hundreds of frames apart. You can only cut on those key frames because the other frames can't be recreated without the key frames.

@jagabo - Thanks for the response. I do not believe that OBS (Open Broadcast Software) even have such parameters and I definitely have not changed any settings. As such I was thinking - Is it possible to re-record the footage as a whole with VLC to use the correct codec? And if so - Could you please let me know how to do that?

I had never used the Playback -> Record function in VLC before. After playing with it for a while I find it's just not accurate. Use a real video editor instead. Try something like VirtualDub Filtermod for MP4 files.

I have used OBS recently. I recorded some videos off the internet and saved them as MP4. I then used AVIDEMUX to cut out the unwanted frames then saving the output as mp4 using:
audio output: copy
video output :copy
format output :MP4v2 Muxer
The final MP4 files were good to my eyes.
Give AVIDEMUX a try

Thanks for the suggestions, but it looks like jagabo has been right, it has something to do with keyframes... I have tried AVIDEMUX and when trying to cut the video it told me that the cut was not on a starting frame (Or something like that, can't remember the text exactly) and that the start and end of the video will be corrupt (And so it has...)
I have looked at the OBS settings and I can see the following:
Any idea how to make it so that I can cut the video properly? Without relying on key frames? Perhaps a better capturing software other than OBS?

Have used VirtualDub Filtermod and it has an option to create gifs from the actual video and the way I crop it during editing. That was my goal to begin with

If you lower keyframe interval to 1 you hurt compression efficiency badly. You need to increase the bitrate to make up for it.
Or you use a different software for cutting that can cut with frame-accuracy even in the middle of a GOP. E.g. SolveigMM Video Splitter or VideoReDo.

Scrap that - Still have issues with this too(VirtualDub Filtermod). It gives me "Unexpected end of stream" every time -.-

Suggestions:
1 - In OBS settings, increase video bitrate to 6000 or 8000, you can experiment with this. The higher the bitrate the higher the quality and the bigger is the output file.
2 - With AVIDEMUX, you have to cut at (I frames). You can do that by using the up and down keys (moving between I frames). The left and the right keys are used to advance frame by frame and they wouldn't help much really. This is the easy way but the price is loss of many frames. -

You can force OBS to create all keyframes by adding keyint=1 to Settings -> Advanced -> Custom x264 Encoder Settings.
In OBS Studio the option goes in Settings -> Output -> Enable Advanced Encoder Settings -> Custom Encoder Settings.
