I want to take too large (and mostly boring) in-car video files and distill down to highlight videos. I seem to recall that when I got my first PC in 1997 it came w/ software that did exactly what I want. Years later I can't find a simple program to do one little thing. The way that one worked, and what I want now, is simply to open a project video that would be in a screen window, pull up my large file in a separate window, start it running, and when I get to something I want I just hit Record, then Pause when that clip is over, etc., etc. and then hit stop, end, save, or whatever. That's it. Is there something that will do that?

Try SolveigMM Video Splitter. Open the file, press play and then use the cut markers (I think hotkeys are "n" and "m") to mark the parts you want to cut out. Then save the file.
